The mission of the ENCAP, Inc. Consulting Division is to serve the development community with specialized environmental services associated with Land Development. We approach every project with our client’s project goals and objectives in mind. For over 30 years our services have enabled Private Developers, Engineering Firms, Planners, Landscape Architects, and Earthwork Contractors to benefit from concise environmental consulting followed by high performance native landscaping services. Our aggressive approach to compliance with Federal, State, and local environmental regulations is supported with a reliable, practical approach to ultimately achieving the desired end product.

Current Consulting Service Line

Wetland Delineation

ENCAP, Inc. employee consulting a client in the fieldOur staff is capable of identifying and integrating the three wetland determiners: vegetation, soils and hydrology. United States Army Corps of Engineers (USACE) procedures are utilized to conduct routine, intermediate-level and comprehensive determinations and delineations. In addition to Federal standards, we are well versed in wetland identification requirements contained in County and local ordinances. Our goal is to provide the client accurate and timely information that can be counted on during the planning phases of development.

Permitting

The permitting process involved with developing in and around wetlands can be a cumbersome and time consuming process. The consulting staff at ENCAP, Inc. knows the requirements of Federal and local regulations and provides solid advice on how to navigate through the process in an efficient manner. We start with a thorough understanding of Section 404 Clean Water Act USACE Permitting, IEPA 401 Water Quality Certification, IDNR Interagency Wetland Policy Act Compliance, Countywide Environmental Management Compliance, and municipal regulations and strive to reduce permit review time by establishing a productive communication with the review agencies early in the process in order to avoid delays and excessive design changes.

Wetland Mitigation and Native Landscape Planning

Part of the permitting process is to design and implement wetland mitigation plans, best management practices, and native buffers to water resources. Many of our consultants have previous experience as native landscape specialists. This experience and understanding brings a level of practicality to the design process that results in plans that work.

Tree Identification & Quality Assessment

The Certified Arborists at ENCAP, Inc. are equipped to perform tree surveys as required by municipal and county Ordinances. Since tree survey and preservation requirements vary by community it's critical the site is evaluated early in the planning process by an experienced professional from ENCAP, Inc.

Threatened and Endangered Species Consultation

ENCAP, Inc. is fully qualified and experienced in the location and identification of endangered and threatened species. We initiate threatened and endangered species consultation with the U.S. Fish and Wildlife Service and Illinois Department of Natural Resources with every signed proposal to avoid surprises in the final stages of permit approval. If these agencies identify potential at risk species within the vicinity of your site we can coordinate surveys, habitat assessments, and incidental take authorization as necessitated by the consultation process. We strive to get our clients this information as soon as possible to avoid delays in the permitting process.

Erosion Control Monitoring

Once development is underway, it is important to stay in compliance with permit requirements. Keeping erosion and sedimentation in check during construction is critical to completing a project on time. With the National Pollutant Discharge Elimination System (NPDES) permitting program implemented by the USEPA; maintaining the proper paperwork is just as important as maintaining onsite erosion control measures. ENCAP, Inc. consultants can assist in preparing and implementing the required Stormwater Pollution Prevention Plan (SWPPP) and follow up inspections. ENCAP, Inc. is equipped to install, monitor and maintain erosion control measures. This level of experience offers our clients a sound practical approach to NPDES compliance.
