The EPA’s National Pollutant Discharge Elimination System (NPDES) program requires those who own or operate construction projects or developments to obtain an NPDES stormwater permit.

NPDES permit requirements include submitting a Notice of Intent and developing a comprehensive stormwater pollution prevention plan (SWPPP). The SWPPP aims to control and minimize the release of sediment and other pollutants through stormwater discharge.

Once the SWPPP is established and work begins, the plan must be enacted on the site and the control measures it describes must be installed. Detailed maintenance and inspection logs need to be filed in the SWPPP, as do the site’s best management practices. These practices must be monitored, maintained and adjusted until the work is completed and any problematic areas are permanently stabilized.
